Electoral democracy, at its core, demands that citizens use the ballot box to announce who they should trust to lead them. In Liberia, citizens have the right to elect their leaders at two levels:  the presidential and constituency or district levels. The Constitution of Liberia gives  prescription to when these elections are held (usually every six years). However, when leaders  are elected, there may be need for new election for the same seat because the seat has been vacated by reason of death, resignation, or expulsion. When such vacancy occurs, the National  Election Commission (NEC) is empowered, after legislative prompt, to declare a vacancy in  the constituency and set a date of elections. Elections outside the constitutional period are  called by-elections.
