Biometric Voter Registration Phase One Report

The National Elections Commission (NEC) is mandated section 2.9(y) of the New Elections Law as amended through 2014 to mobilize and register eligible Liberians throughout the country to vote in all called public elections. On March 20, 2023, the NEC began to roll out the first phase of biometric voter registration – registering Liberians for the legislative and presidential elections slated for October 10, 2023. This exercise involved obtaining facial features and fingerprints from eligible citizens.

The Liberia Elections Observation Network (LEON) produced two weekly reports (March 20 to March 24, released on March 27, 202 https://rb.gy/uzlx9v and March 27 to April 2 released on April 3, 2023  https://shorturl.at/lvx47), on its observation of the biometric voter registration (BVR) process. This final report incorporates findings from the first and second reports and includes additional findings from the third week of BVR as well as critical insights gathered from BVR centers. Further recommendations are provided to the NEC, civil society organizations, and political parties to support improving second-phase BVR across the nine remaining counties.

LEON will continue to publish weekly updates of the second phase of BVR and will compile one comprehensive report covering all phases of BVR by the end of May 2023, when the nationwide BVR exercises are concluded.
